desks for this cover

FMCSA L&I
Interstate authority and BMC-91/91X. Still the filing record in September 2026. Port access is not on this screen.
CA DMV Motor Carrier Permit
Intrastate California work needs a CA MCP. An FMCSA MC is not a CA MCP. Keep both lines in the load file.
San Pedro Bay terminals
POLA and POLB appointments, clean-truck programs, TWIC, and chassis are terminal rules. FMCSA does not issue a pier pass.
49 CFR 387.9
Typical interstate property BI&PD floor is still $750,000. Harbor heat does not change the row. Confirm L&I the day of cover.

first-touch in Los Angeles

  • Do legal name, USDOT, and MC on the rate con match L&I, including Inc versus LLC?
  • If this is a terminal pull, do they have current interchange for this ocean line, and is the driver TWIC-ready?
  • Can this power unit legally operate in California under current truck rules, and is a CA MCP required for this move?
  • Who provides chassis, and who pays per-diem, in writing?
  • Does the census telephone reach the company that will dispatch this Los Angeles pickup?

stop and do not cover

  • Rate con names a different legal person than L&I.
  • Treating Active BMC-91 as permission to pull from POLA or POLB.
  • Office cannot say whether this truck can legally enter California.
  • Census phone reaches a dispatch service that will not name the DOT.
  • Pending insurance cancellation before last free day.

the harbor is not the docket

A load-board tag that says LA or LB is a geography claim. The rate con names a legal person. Open Licensing & Insurance on that MC. Call the census telephone on SAFER, not the cell in the email. Port dispatch services book other people’s dockets here more than almost anywhere else.

If the move is a container pull, highway authority gets you on I-710. Uniform Intermodal Interchange and the ocean line’s interchange get you the box. Ask which one they have. Do not infer UIIA from an Active BMC-91.

california entry versus federal authority

Trucks that operate in California can be subject to California Air Resources Board truck rules. FMCSA authority does not waive that. Ask the office whether this power unit can legally make this Los Angeles pickup or delivery. Write the answer. A clean L&I screen with a truck that cannot enter the state is not a cover.

If the freight never leaves California, ask for the CA MCP on the same legal entity as the rate con. If it leaves California, you still need interstate authority. Do not collapse the two grants because the yard is in Commerce.

chassis, last free day, and the morning of pickup

Who provides chassis, who pays per-diem, and the last free day belong on the rate confirmation. A long-haul van MC with no interchange is the wrong cover for a same-day terminal appointment in San Pedro.

Re-open L&I the morning of pickup. Short-lived MCs cluster around port work. A snapshot from Monday is not Tuesday’s filing. Pending BMC-91 cancellation before the box is due is a stop.

direct answers

Does an FMCSA MC replace a California Motor Carrier Permit?
No. A CA MCP is a California credential for intrastate work. An FMCSA MC is interstate operating authority. Keep them as two lines. Confirm L&I for the truck, then CA DMV for the MCP when the move stays in California.
Is a San Pedro Bay appointment proof of authority?
No. Terminal appointments, TWIC, and clean-truck programs are access control. They are not Licensing & Insurance. Match the motor carrier on the rate con first.
Does UIIA replace L&I for a San Pedro pull?
No. Interchange gets you the box. Licensing & Insurance is the motor carrier. You need both. Do not start with a pier-pass screenshot.

  • September 2026: CA MCP and FMCSA MC remain separate grants. Do not collapse them because the yard is in Los Angeles County.
