grain season is extra identity, not a skip
A grain-season email is not an Iowa annual permit. If they last hauled for you in the shoulder months, pull a fresh L&I snapshot. Idle in winter is not approved for harvest.
Council Bluffs pickups are Iowa. Omaha pickups are Nebraska. Do not cover Nebraska miles on an Iowa DOT permit. Do not cover Iowa miles on NDOT paper. Call the census telephone. A Council Bluffs yard name is not the legal person until it matches L&I.
Machinery and ag equipment still need Subpart I securement. Oversize needs Iowa DOT for Iowa miles. Illinois or Missouri miles on the same live load need those states. Construction on I-80 is a route, not an MC.

FMCSA vs Iowa
An Active FMCSA property MC is interstate operating authority. It is not a Iowa oversize permit, not IRP, not IFTA, and not intrastate authority. If this load never leaves Iowa, ask whether they have the state credential — and still match legal name on L&I if an MC is on the rate con.
As of September 2026, table 1 to 49 CFR 387.9 still lists $750,000, $1,000,000, and $5,000,000. The January 16, 2026 change is broker/freight-forwarder BMC-84/85 at $75,000 — your house, not the truck. The March 2026 FMCSA notice still says: do not buy or sell a USDOT or MC outside a real corporate deal.
UCR is a separate annual filing. It is not BMC-91 and not a IA OS/OW permit. Confirm UCR on the national UCR site if your process requires it. Then come back to L&I for the truck.
