NDDOT OS/OW
North Dakota oversize is NDDOT. Oil-field and harvest weights are North Dakota rules.
Williston cells
A load-board cell is not the census telephone. Call the number on SAFER.
NDDOT Motor Carrier
IRP and IFTA sit with NDDOT. Interstate BI&PD is L&I.
49 CFR 387.9
Energy freight does not change federal BI&PD floors. Confirm L&I the day of cover.

oil-field identity first

Williston and Dickinson cells are often not on the MCS-150. Call the census telephone. Extra oil-field phones must conference the office. Match legal name, USDOT, and MC on the rate con to L&I.

Seasonal ag and energy moves still need NDDOT when over legal. A we run the Bakken email is not a permit. Minnesota MnDOT or Montana MDT paper does not cover North Dakota miles.

If unused since last season, pull a new L&I snapshot. Idle is not approved. Weather and spring load limits are NDDOT routing. They are not 49 CFR 387.9. Re-open L&I the morning of pickup.

FMCSA vs North Dakota

An Active FMCSA property MC is interstate operating authority. It is not a North Dakota oversize permit, not IRP, not IFTA, and not intrastate authority. If this load never leaves North Dakota, ask whether they have the state credential — and still match legal name on L&I if an MC is on the rate con.

As of September 2026, table 1 to 49 CFR 387.9 still lists $750,000, $1,000,000, and $5,000,000. The January 16, 2026 change is broker/freight-forwarder BMC-84/85 at $75,000 — your house, not the truck. The March 2026 FMCSA notice still says: do not buy or sell a USDOT or MC outside a real corporate deal.

UCR is a separate annual filing. It is not BMC-91 and not a ND OS/OW permit. Confirm UCR on the national UCR site if your process requires it. Then come back to L&I for the truck.

North Dakota permits and credentials

North Dakota OS/OW is NDDOT. Oil-field and harvest weights are North Dakota rules.

North Dakota IRP/IFTA is NDDOT. Interstate BI&PD is L&I.

Attach the NDDOT permit for North Dakota miles. Minnesota or Montana paper does not cover them. Ask which legal entity holds the North Dakota permit.

first-touch in North Dakota

  • Do legal name, USDOT, and MC on the rate con match L&I?
  • Does the census telephone reach this motor carrier, not a Williston dispatch cell?
  • If oversize, is an NDDOT permit in hand for these North Dakota miles?
  • If unused since last season, did you pull a new L&I snapshot?
  • If the load continues into Minnesota or Montana, whose permit covers those miles?

fail closed

  • Census phone is a Williston cell that will not state the DOT.
  • North Dakota miles covered on Minnesota or Montana paper only.
  • Seasonal cover on last season’s L&I snapshot.
  • Oversize North Dakota miles with no NDDOT permit.

direct answers

Does a Williston cell replace the census telephone?
No. Call the number on SAFER. Extra oil-field phones can conference the office. They cannot skip L&I.
Can I cover North Dakota miles on a Minnesota MnDOT PDF only?
No. Minnesota paper does not cover North Dakota miles. Confirm L&I, then NDDOT.
Does Bakken energy skip 387.9?
No. Energy freight still maps a federal BI&PD row. Confirm L&I the day you cover.
