DE desk
delaware carrier desk.
Delaware cover is I-95, US-13, and Port of Wilmington. Short miles still need DelDOT when the box or the piece is over legal. PhilaPort paperwork is not a Delaware permit. Newark DE is not Newark NJ. Match the state on the census record and on the permit.
desks for this cover
- DelDOT hauling
- Delaware OS/OW is DelDOT. Port of Wilmington dray does not skip DelDOT when the box is over legal.
- Newark DE vs Newark NJ
- Match the state on L&I. New Jersey paper does not cover Delaware miles.
- Delaware DMV
- IRP and IFTA sit with DMV. Federal authority is still L&I.
- Delmarva
- Moves can look local and still be interstate. Read the authority type on L&I.
short miles, wrong newark
Write Delaware, not New Jersey. Newark DE is a Delaware census city. Newark NJ is Port Newark. Then match the MC to L&I. Delmarva can look local and still be interstate. Read authority type.
Port of Wilmington pulls still need interchange plus highway authority when this is a box. A van MC with no interchange is the wrong cover for a same-day terminal window. Pennsylvania or New Jersey paper does not cover Delaware miles.
Call the census telephone. A Wilmington dispatcher LLC must still match L&I. Short miles do not skip BMC-91. Re-open L&I the morning of pickup. Short-lived MCs cluster on cheap I-95 van lanes.

FMCSA vs Delaware
An Active FMCSA property MC is interstate operating authority. It is not a Delaware oversize permit, not IRP, not IFTA, and not intrastate authority. If this load never leaves Delaware, ask whether they have the state credential — and still match legal name on L&I if an MC is on the rate con.
As of September 2026, table 1 to 49 CFR 387.9 still lists $750,000, $1,000,000, and $5,000,000. The January 16, 2026 change is broker/freight-forwarder BMC-84/85 at $75,000 — your house, not the truck. The March 2026 FMCSA notice still says: do not buy or sell a USDOT or MC outside a real corporate deal.
UCR is a separate annual filing. It is not BMC-91 and not a DE OS/OW permit. Confirm UCR on the national UCR site if your process requires it. Then come back to L&I for the truck.
Delaware permits and credentials
Delaware OS/OW is DelDOT. Port of Wilmington dray does not skip DelDOT when the box is over legal.
DE IRP/IFTA is DMV. Federal authority is still L&I.
Attach the DelDOT permit for Delaware miles. PhilaPort or New Jersey paper does not cover them. Ask which legal entity holds the Delaware permit.
first-touch in Delaware
- Is this Newark Delaware, or Newark New Jersey?
- Do legal name, USDOT, and MC on the rate con match L&I?
- If this is Port of Wilmington, do they have interchange and a TWIC-ready driver?
- If oversize, is a DelDOT permit in hand for these Delaware miles?
- Does the census telephone reach this motor carrier?
fail closed
- Newark NJ paperwork used on a Newark DE pickup.
- Delaware miles covered on a PennDOT or NJDOT PDF only.
- Active BMC-91 treated as a Port of Wilmington pass.
- Name mismatch on the rate con.
direct answers
- Is Newark DE the same desk as Newark NJ?
- No. Confirm the state on the census record. Delaware uses DelDOT. New Jersey uses NJDOT and, when the route uses it, the Turnpike.
- Does PhilaPort paperwork cover Delaware miles?
- No. PhilaPort is Pennsylvania access. Delaware oversize is DelDOT. Confirm L&I, then DelDOT for DE miles.
- Do short Delaware miles skip interstate authority?
- Only if the shipment never leaves Delaware and they have the state credential. Delmarva often does not stay in one state. Read the docket.
