the island is the cover

Write which island this truck is on. A Honolulu census address does not put the truck on Maui, Kauai, or Hawaii Island. Then match the MC to L&I. Neighbor-island work is a new permit and access conversation, not the same MC automatically.

Harbor access at Sand Island and other commercial harbors is HDOT and harbor rules. An Active MC is highway authority in the continental sense. It is not a pier pass. Ask the terminal or harbor office what this driver and this power unit need.

Ocean positioning is logistics. It is not BMC-91. If they want to swap the MC because the other truck is on a different island, that is a new lookup. Do not cover the new docket from a text.

FMCSA vs Hawaii

An Active FMCSA property MC is interstate operating authority. It is not a Hawaii oversize permit, not IRP, not IFTA, and not intrastate authority. If this load never leaves Hawaii, ask whether they have the state credential — and still match legal name on L&I if an MC is on the rate con.

As of September 2026, table 1 to 49 CFR 387.9 still lists $750,000, $1,000,000, and $5,000,000. The January 16, 2026 change is broker/freight-forwarder BMC-84/85 at $75,000 — your house, not the truck. The March 2026 FMCSA notice still says: do not buy or sell a USDOT or MC outside a real corporate deal.

UCR is a separate annual filing. It is not BMC-91 and not a HI OS/OW permit. Confirm UCR on the national UCR site if your process requires it. Then come back to L&I for the truck.

Hawaii permits and credentials

Hawaii OS/OW and harbor access are HDOT / harbor problems. An FMCSA MC does not clear Sand Island.

Neighbor-island moves are not “the same MC automatically.” Confirm identity, then the island permit.

Attach the HDOT permit for this island and these dimensions. Harbor access is a separate screenshot. A mainland neighbor-state permit is irrelevant here.

first-touch in Hawaii

  • Which island is this pickup on, and is the truck actually there?
  • Do legal name, USDOT, and MC on the rate con match L&I?
  • If this is a harbor pull, what access rules apply, and is that separate from L&I?
  • Does the census telephone reach this motor carrier, not a Honolulu dispatch brand?
  • If they want to swap MCs because the other truck is on a different island, did you run a new check?

fail closed

  • Covering a Maui pickup with a Honolulu-only identity story and no answer on where the truck is.
  • Active BMC-91 treated as harbor access.
  • MC swapped across islands without a new L&I pull.
  • Name mismatch on the rate con.

direct answers

Does an FMCSA MC clear Sand Island?
No. Harbor access is HDOT and harbor rules. Match the motor carrier on L&I first, then ask the harbor.
Does a Honolulu census address put the truck on Maui?
No. Neighbor-island work is a new equipment and permit conversation. Confirm where the power unit is.
Is a barge schedule cargo insurance?
No. Ocean positioning is logistics. BMC-91 is L&I. Cargo coverage is the policy naming this motor carrier.
