A Newark or Elizabeth terminal pull is a New Jersey city desk. A Hunts Point, JFK-adjacent, or Brooklyn warehouse pickup is New York City. Write the city. Then match the MC to L&I. Do not paste PANYNJ interchange onto a Bronx produce cover unless the pickup is actually a marine terminal.
If the truck originates in New Jersey and delivers in Brooklyn, you still have two states’ local rules plus interstate authority. NJDOT and NYC DOT are not one PDF.
