do not use the property floor on gulf bulk

Gulf bulk is where desks grab the $750,000 property floor. That is often the wrong row. Read table 1 to 49 CFR 387.9 against this UN number and quantity. Confirm form type and amount on L&I the day you cover. Pending cancellation before pickup is a stop on HM the same as on dry van.

PHMSA registration and, when the material requires it, an HM Safety Permit sit on top of ordinary authority. A Texas intrastate HM credential is a different grant if the load never leaves the state. Interstate HM still needs the federal file.

channel identity

HM identity theft uses a clean new MC and a familiar plant name. Call the census telephone. Match the legal name on the rate con. Do not skip L&I because cargo-carried says Chemicals.

A dispatcher LLC on the rate con and a tank operator’s DOT on the truck is two companies. You do not have a carrier until they are the same legal person.

this is not dallas

Alliance ramps and DFW warehouses are a different city desk. If the pickup is Baytown, Pasadena, or the Turning Basin, write Houston. Do not paste a Dallas van checklist onto a Channel tank and call it done.

Pipe and machinery on open deck still need Subpart I securement and TxPROS when over legal. Interstate authority does not include a blanket Texas overweight.

Does a plant-approved list replace L&I?
No. Approved-carrier lists are access control. Operating authority and BMC filings are L&I. You need the federal file even when the plant already knows the name.
Is Houston the same as Dallas for vetting?
Identity is the same sequence: DOT or MC, legal name, census phone, L&I. Commodity and access are not the same. Channel bulk often needs a different 387.9 row than DFW dry van.
Does cargo-carried Chemicals replace reading 387.9?
No. Census cargo class is a hint. The BI&PD row is table 1 to 49 CFR 387.9 against this product. Ask TWIC and TxPROS after identity, not instead of it.
