SAFER vs Verifreta (2026): free census page, or broker desk
SAFER is free and correct. Verifreta is not “better SAFER.” It is the desk workflow on top of census identity so a small brokerage stops rebuilding the file from scratch every morning.

Full disclosure: we make Verifreta. So yes, we are biased. This page still says when SAFER, Highway, Carrier411, SaferWatch, or CarrierOwl is the better buy - because a comparison that never loses is a brochure, and brochures do not help you cover freight.
TL;DR
SAFER wins on price (free), vendor risk (none), and teaching the federal record. Verifreta wins when two or more people touch approvals, when you reuse carriers, or when COI mismatches and missed re-checks are costing you - at $49/mo after a 7-day trial. Finish on L&I either way.
- Use SAFER alone when volume is low and one disciplined person owns every check.
- Use Verifreta when the desk needs one shareable report, COI compare, and a watchlist.
- Never skip L&I because either screen looked friendly.
- Free Verifreta lookups exist - try them before you pay Desk.
SAFER vs Verifreta at a glance
SAFER is FMCSA’s census snapshot. Verifreta is a broker desk layer.
| Desk question | SAFER (FMCSA census) | Verifreta Desk |
|---|---|---|
| What it is | Free Company Snapshot - legal name, address, phone, equipment counts, dockets on the census record. | Broker workflow: one readable report, team history, COI parse, monitoring after approval. |
| Authority & insurance filings | Not L&I. You still open Licensing & Insurance for Active authority and BMC filings. | Not L&I either - but Desk monitoring alerts when authority/insurance/contact signals change after approval. |
| Team / history | None - each agent starts from a URL. | Shared seats and lookup history on Desk. |
| COI | You eyeball the PDF yourself. | Desk compares named insured to the carrier on file. |
| Cost | Free government page. | Free public lookups; Desk $49/mo after 7-day trial. |
SAFER was not designed as a broker team workspace - and that is fine
FMCSA built a public snapshot, not your operations system. Expecting SAFER to hold shared history, page you when a keeper’s insurance moves, or parse an emailed COI is asking a government page to be a SaaS product. It will not. That does not make SAFER bad. It makes “SAFER alone” a staffing decision.
Small brokerages already spend half their morning toggling government tabs. That DIY diligence is correct. The cost shows up when agent A’s screenshot disagrees with agent B’s memory, or when last Tuesday’s approval is trusted on Friday without a re-check. Verifreta exists for that gap.
Paying $49/mo to avoid learning SAFER and L&I is a bad trade. Paying $49/mo after you know the record, so the whole desk runs the same first look and watches keepers, is the trade we sell.
When this comparison comes up on a real desk
- One-off check. SAFER (or a free Verifreta lookup) is enough if you will finish L&I.
- Shared morning. Two agents, one inbox - you need one report artifact.
- Reuse. Keepers need monitoring, not vibes.
01 Verifreta ours
This is ours. We built it for the desk that still pastes a DOT or MC out of an email and needs the same answer every agent would give: Is this the right legal person? Do they look Active enough to keep checking on L&I? Does the COI name match? Will someone notice if insurance moves after we approve them?
The free tools do the ungated first look: USDOT lookup, MC/MX/FF lookup, carrier name search. You get legal name, allowed-to-operate style flags, census fleet, dockets, and cargo carried on one page - the fields you already hunt across SAFER tabs, without the screenshot thread.
Desk is $49/mo after a 7-day trial. That is the plan that earns the subscription: unlimited lookups, a watchlist on approved carriers, COI parsing against the entity already on the file, shared-identity cross-referencing when phones or addresses show up across multiple DOTs, and shared history so the morning stand-up is not “did anyone already check this MC?”
What it will not do: replace FMCSA Licensing & Insurance, certify hazmat qualifications, prove a reefer unit works, or issue a Highway-style network pass your shipper recognizes by brand. If those are the jobs, buy those products. We are the desk layer for brokers who still vet by hand.
The custom habit that pays for itself is boring: match Inc vs LLC on the rate con, call the census telephone (not the cell in the signature), upload the COI and see if the named insured is the same legal person, then put keepers on monitoring before the next dispatch. That sequence is the product.
Good
- One shared census report instead of six government tabs and a forwarded PDF
- COI compared to the filed legal entity - catches near-name certificates early
- Watchlist after approval for authority, insurance, and census contact changes
- Flat $49/mo with team seats - no enterprise RFP theater for a five-person desk
- Free tools so you can run real inbox DOTs before you pay
Not so good
- Not a shipper-mandated carrier-identity network (Highway-class)
- Not a peer/community reputation board (Carrier411-class)
- Will not finish L&I for you - Active authority and BMC filings stay on the federal record
- Newer brand than long-running compliance monitors some auditors already expect by name
02 SAFER
SAFER Company Snapshot is FMCSA’s free public view of carrier identity and census fields: legal name, address, phone, USDOT, equipment counts, related flags. You can search by USDOT, MC/MX, or name. For a one-off check with no vendor in the middle, SAFER is better than paying anyone.
SAFER was not designed as a broker team workspace. It does not monitor approved carriers, parse a COI against the legal name on file, or keep shared lookup history. On a busy desk, that means every agent rebuilds the file, and last month’s keeper gets re-checked only if someone remembers.
DIY SAFER is still correct work. The sequence does not change because you bought software: census identity, then L&I for authority / BOC-3 / BMC filings, then rate-con name match, then census phone on first-time MCs. Verifreta organizes that morning. It does not replace the federal pages.
Stay on SAFER alone when volume is low, one person owns every check, and you will honestly re-open the snapshot before reuse. Move to a desk tool when two agents disagree about the file, or when insurance lapses on keepers keep surprising you.
Good
- Free and authoritative for public census identity
- No vendor risk, no trial form, no subscription
- The right teaching tool for new brokers learning the record
- Always available when a vendor is down or blocked
Not so good
- No shared desk history - each agent starts from a URL
- No automated monitoring after approval
- No COI parse against the filed legal entity
- Slow and inconsistent once a desk has more than one person touching approvals
What SAFER is genuinely better at
Price. Free beats $49/mo when you truly only need a snapshot and you will re-check by hand.
Zero vendor. Some load files and compliance preferences want a direct government URL with no third-party desk in the middle. That preference is legitimate.
Education. New brokers should learn SAFER and L&I without a vendor UI softening the edges. We would rather you be dangerous with the federal pages than helpless without us.
Occasional volume. If you book a handful of carriers a month and never forget the re-check, a desk subscription may be overhead.
What Verifreta is genuinely better at
Team speed and consistency. One shareable report instead of six tabs and a screenshot thread.
Monitoring after approval so revocation or insurance changes do not wait for the next manual sweep.
COI compared to the filed legal entity - catches near-name certificates early.
Shared-identity cross-ref across DOT numbers when phones and addresses look recycled.
My pick
Alone, low volume, disciplined: stay on SAFER + L&I. Open Verifreta free tools only if the report format is faster for you - paying is optional.
Two or more people, or weekly keeper reuse: trial Desk. The watchlist and shared history are why the subscription exists.
Either path: if you cannot explain the difference between SAFER and L&I, do not buy software yet. Learn the record first.
What I'd do today
- Look up the next USDOT on SAFER. Write legal name, phone, and time.
- Open L&I for that docket. Write authority status and whether BMC is on file.
- Run the same DOT on Verifreta free tools. Note what was faster or clearer.
- Match rate-con name and entity type to the record. Call the census telephone on a first-time MC.
- If you reuse carriers, ask who re-checks insurance before the next dispatch. If the answer is “nobody,” you need a watchlist - ours or anyone’s.
common questions
Does Verifreta replace SAFER Company Snapshot?
No. Verifreta is the desk layer on top of public census identity: one readable report, watchlist monitoring after approval, and emailed COIs compared to the filed legal entity. Many desks use both.
Can I use both SAFER and Verifreta?
Yes. Run Verifreta as the daily shared desk and keep SAFER when you want the government page in the file for provenance.
Does either replace Licensing & Insurance?
No. Active authority, BOC-3, and BMC filings live on L&I. When census and L&I disagree, believe L&I before you cover.
What is free vs paid on Verifreta?
Free tools cover ungated DOT, MC, and name lookup. Desk at $49/mo after a 7-day trial adds monitoring, COI parsing, shared-identity cross-ref, and team history.
Is a SAFER screenshot enough for the load file?
It can document census identity at a point in time. It does not prove Active authority or current BMC filings. Save L&I evidence too when those questions matter.
