ME desk
maine carrier desk.
Maine cover is I-95, US-1, seafood, forest products, and posted spring roads. Portland ME is not Portland OR. Match the state on L&I. Posted thaw limits are a cover decision. They are not an Unsatisfactory rating and not a reason to skip BMC-91.
desks for this cover
- Maine DOT overlimit
- Maine overlimit is Maine DOT. Seasonal posted roads are Maine rules.
- Portland ME vs Portland OR
- Match the state on L&I. Oregon paper does not cover Maine miles.
- Maine BMV / IRP
- IRP and IFTA sit with BMV. Federal authority is L&I.
- Posted spring roads
- Thaw limits are a cover decision. They are not a safety rating.
posted thaw is a cover call
Match Portland Maine, not Portland Oregon. Then match the MC to L&I. A Boston dispatcher LLC on a Portland ME pickup is a name-match problem. Call the census telephone.
Posted spring roads can stop a legal truck. Ask whether this route is posted this week. Write the answer. An Active MC does not waive a thaw posting. New Hampshire or Massachusetts paper does not cover Maine miles.
Seafood and forest products still need the right trailer and cargo coverage. Federal $750,000 BI&PD does not pay for a warm load or a shifted mill piece. Overlimit needs Maine DOT. Confirm L&I first.

FMCSA vs Maine
An Active FMCSA property MC is interstate operating authority. It is not a Maine oversize permit, not IRP, not IFTA, and not intrastate authority. If this load never leaves Maine, ask whether they have the state credential — and still match legal name on L&I if an MC is on the rate con.
As of September 2026, table 1 to 49 CFR 387.9 still lists $750,000, $1,000,000, and $5,000,000. The January 16, 2026 change is broker/freight-forwarder BMC-84/85 at $75,000 — your house, not the truck. The March 2026 FMCSA notice still says: do not buy or sell a USDOT or MC outside a real corporate deal.
UCR is a separate annual filing. It is not BMC-91 and not a ME OS/OW permit. Confirm UCR on the national UCR site if your process requires it. Then come back to L&I for the truck.
Maine permits and credentials

first-touch in Maine
- Is this Portland Maine, or Portland Oregon?
- Do legal name, USDOT, and MC on the rate con match L&I?
- If this is spring, is the route posted, and did the office name a legal path?
- If overlimit, is a Maine DOT permit in hand for these miles?
- Does the census telephone reach this motor carrier?
fail closed
- Portland OR paperwork used on a Portland ME pickup.
- Office cannot name a legal route around a posted thaw road.
- Overlimit Maine miles with no Maine DOT permit.
- Name mismatch on the rate con.
direct answers
- Is Portland ME the same desk as Portland OR?
- No. Match the state on L&I. Maine overlimit is Maine DOT. Oregon over-dimension is ODOT.
- Are posted spring roads an Unsatisfactory rating?
- No. They are a Maine routing and cover-timing problem. You still confirm L&I.
- Does $750,000 BI&PD cover a warm seafood load?
- No. That floor is public liability. Temperature-controlled freight needs cargo plus breakdown coverage naming this motor carrier.
